Biography

Reuben was admitted to the Maltese Bar in 1994 and has been a member ever since. In 1998 he was elected to the Bar’s committee and remained on the committee until he served as its President between 2011 and 2015. He currently heads the Maltese delegation at the Council of Bars and Law Societies of Europe (CCBE).

He sat on the Board of the Malta Communications Authority, the national regulator responsible for electronic communications, electronic commerce and the postal sector, from 2001 to 2009. Between 2009 and 2011, he was Chairman of the Malta Resources Authority, the national regulator for energy, water and resources. He also sat on the Commission for the Administration of Justice between 2011 and 2015, and is currently a substitute member.

Reuben practises mainly in commercial and corporate law, financial services, debt recovery, data protection and consumer affairs. He serves as Director of a number of companies with a varied range of commercial interests, and also acts as Company Secretary of a number of Maltese companies. He is also legal advisor and represents one of Malta’s largest commercial groups for the last 22 years.

Education

He was educated at St Aloysius College, Malta, and graduated as a Doctor of Laws from the University of Malta in 1993. In 2014, he obtained a Diploma in the Law of Trusts.
